Linksys EA2700 Port Forwarding

I've done port-forwarding many times with consumer routers.
Cannot get it to work yet on an EA2700.
Simply forward Internet port 80 to 192.168.1.241 port 80
that LAN address and port respond OK to PC's on the lan, but not on the WAN.
I tried single port and port range, with "both" for the protocols.

Oddly, there's no "all" protocols or both TCP/UDP on the single port forward choice list.

But neither single-port or port range worked.

I can access the router admin on port 8080 from the Internet.

Upstream port filtering on the ISP?

Common ports are generally blocked these days for home accounts - and the commonly used alternatives are getting blocked as well.

Don't think it's his ISP because port 80 for the camera worked OK with his prior router.
